USDA Issues Extension of GIPSA Comment Period

A 90-day extension of the comment period for the proposed GIPSA livestock rule has been granted.

With a number of groups and individuals calling either for a 120-day extension of the comment period on the Grain Inspection, Packers and Stockyards Administration's proposed livestock rule or no extension, USDA compromised. The comment period will be extended for an additional 90 days.

"While it's unfortunate USDA didn't extend the comment period for a full 120 days as we requested, we're pleased that stakeholders will have some additional time to further analyze this complex rule and its potential implications on the beef sector, which is the largest segment of the food and fiber industry," said National Cattlemen's Beef Association Vice President of Government Affairs Colin Woodall.

The rule was published in the Federal Register June 18. Since then NCBA, the National Pork Producers Association, several members of Congress and numerous other groups have been lobbying for an extension of 120 days on the comment period.

On the other hand several groups including R-Calf, the Organization for Competitive Markets and the National Farmers Union have expressed opposition to an extension beyond the original 60 days.

The extension means comments on the proposed rule will be accepted until Nov. 22. Comments can be submitted at the Federal eRulemaking Portal at www.regulations.gov. There is also a fact sheet and other information about the rule on the GIPSA Web page at www.gipsa.usda.gov/.

The opponents of Title XI of the 2008 Farm Bill are the same opponents now. It has been over 2 years and organizations and congress wants to make sure the meatpackers are fairly treated? Was it not for the purpose of the agency to determine or consider violations of the Packers & Stockyard Act of 1921? Congress passed Section 11006 in the 2008 Farm Bill, which gives the GIPSA its existing authority under section 407 of the Packers & Stockyard Act. Once again, justice for producers is being blocked. This is why the beef check-off must be taken out of the hands of the NCBA and Farm Bureau should lose their non-profit status. How many farms have disappeared due to the lack of enforcement of the Packer & Stockyard Act?
