Senator Saxby Chambliss, R-Ga., has introduced the Helping Agriculture Receive Verifiable Employees Securely and Temporarily, or HARVEST act of 2010, another piece of legislation addressing temporary agricultural workers. The Senator says his bill would reform and streamline the H-2A temporary worker program to meet the present needs of agriculture and discourage the practice of hiring undocumented workers. It includes a non-amnesty option for temporary agriculture workers.
"The continued safety of agricultural goods produced in the United States is an issue of national security," Chambliss said. "Currently, an estimated 50% to 70% of our agricultural workforce is undocumented. It is critical to know who is handling our nation's food supply, and this legislation provides the only non-amnesty option for temporary workers in the United States."
The HARVEST Act would: address undocumented workers, protect domestic workers, provide for increased audits and investigations, ensure foreign workers' ties to their home countries, require employers to verify worker eligibility, and ensure that the H-2A program can work for agricultural employers with year-round operations.
