After last summer's floods, many Midwest farmers may still face late or prevented planting opportunities this year. Some fields may still have ruts in them, and topsoil may be relocated to a neighbor's farm. Senators Tom Harkin, D-Iowa, and Chuck Grassley, R-Iowa, are seeking clarification from the Risk Management Agency regarding the basis and operation of rules governing the federal crop insurance program.

"After last summer's disastrous weather, many farmers were faced with late planting and prevented planting rules of the federal crop insurance program," Harkin said. "Some farmers found those rules confusing and difficult to understand, so we are seeking clarification on the rationale behind these rules."

Harkin and Grassley said they want to make sure the federal crop insurance program functions as intended, as a crucial component of the safety net for American farmers.

"We want to make sure that the rules in place are consistent with the technology of today and are fair to all farmers," Grassley said.  "Understandably, the historic floods brought about questions on all sorts of federal programs, and crop insurance is no different."
