Renewable Fuels Association President and CEO Bob Dinneen says the Environmental Protection Agency needs to revisit its proposed Renewable Fuels Standard rule, make its methodologies and calculations transparent, and redraft a program that is fair and workable for all parties. Dinneen made his statement days before the EPA closes its comment period on its proposed rule. Dinneen says EPA has created a shell game only petroleum can win.
Of particular concern to biofuel producers and the scientific community is the theory of indirect impacts, and particularly indirect land use change, the notion an acre of land used in biofuel production in the United States must be replaced by an acre of land elsewhere in the world, often assumed to be a previously unused acre. EPA, the state of California, and some environmental activists apply this theory unfairly, believing only biofuels result in indirect impacts.
"If EPA insists on counting the angels on the head of a pin, it needs to do so on every pin and that includes the indirect impacts of petroleum production and use," said Dinneen.
