Senate Majority Leader Harry Reid, D-Nev., wants to limit amendments to the Farm Bill to those pertaining to germane agricultural issues. However there is an argument about what is and isn't germane to the Farm Bill, and who makes that decision. These procedural issues have brought the debate to a virtual standstill.
Senate Agriculture Committee Chair Tom Harkin, D-Iowa, says debating procedure is wasted time that can not be afforded with the Administration's veto threat looming over the bill. He challenged his colleagues to come together to resolve the issues raised by the Administration and finish the Farm Bill.
