Lamy Says it's Time for Serious Acceleration

Doha Talks need real exchanges among members to meet deadline.

The head of the World Trade Organization says serious accelerations of Doha Talks are needed if the 2010 target deadline is to be met. In his report to the WTO General Council, Director-General Pascal Lamy said, "We need to see real negotiations emerge, not only informal consultations and discussions, but real exchanges among members."

Lamy noted he will be holding consultations on the key issues with negotiating chairs and meet with senior trade officials during this week. A number of senior officials are in Geneva this week and, according to Lamy, this is an important factor in joining up the dots of the negotiation and ensuring that capitals remain directly engaged in the process. Lamy challenged the senior officials to walk the talk.

As for progress, Lamy reported that some progress has been seen in areas such as trade facilitation, where members came well-prepared and worked hard on draft textual proposals.

"I also think we have seen serious engagement by members on templates and scheduling in agriculture as well as NAMA or non-agricultural market access," Lamy said. "A number of members have engaged in some bilateral consultations."
