Initial Draft of Rules on Air Quality

This Friday, the Environmental Protection Agency is to release proposed new rules on greenhouse gas emissions relative to biofuels. The biofuels industry fears demanding standards that cellulosic ethanol could not meet. But, they are hoping for less restrictive rules. In either case, nothing final is expected when EPA announces the new standards. EPA's proposed rules are subject to a public comment period and re-writes of the original document.

Congress set the standard for the greenhouse gas emissions rules in the energy Independence and Security Act of 2007. That law requires EPA to set levels of Greenhouse Gas lifecycle emissions reduction for different categories of biofuels. Congress even asked that EPA include indirect emissions such as significant emissions from land use changes.
