Even though some, including Senate Majority Leader Harry Reid, D-Nev., think immigration reform should be a top priority for the 111th Congress, it may be dead. Senator Lindsey Graham, R-S.C., says he will not work on immigration legislation until border enforcement is improved. Graham adds he no longer thinks such legislation is possible during this Congress.
Senator Graham has been working with Senator Charles Schumer, D-N.Y., on a comprehensive immigration rewrite. Schumer has been struggling to gain some Republican support for a broad bill that would tackle both border enforcement and a path to legal status for undocumented immigrants already in the United States.
