Earmarks are the process by which lawmaker can requested and receive funding for pet projects. The Wall Street Journal reports that House Republicans have stepped up and unanimously adopted a ban on earmarks for the entire 112th Congress. It follows a similar move earlier this week by Senate Republicans after Minority Leader Mitch McConnell, R-Ky., reversed his long-standing support for these individual member requests.
The vote was seen as a big win for House Minority Leader John Boehner, R-Ohio, the speaker-in-waiting, who has never requested an earmark and tried for years to impose a ban. He says earmarks have become a symbol of a Congress that has broken faith with the people.
