The House of Representatives passed the war spending bill Wednesday by a vote of 218-208. The bill - $124.2 billion in total - contains $3.5 billion for farm disaster aid and Milk Income Loss Compensation funding through September.
President Bush has vowed to veto the bill unless Democrats remove a built-in troop withdrawal plan, and the Administration has made it known that they desire a "clean bill" without farm disaster aid. However, after the President vetoes this measure, some analysts have speculated that he would not veto it a second time over attached farm disaster aid.
