President Bush has threatened to veto the emergency war spending bill if Democrats don't remove their built-in timeline for troop withdrawal. Agriculture Secretary Mike Johanns says that even if Democrats comply, the billions in farm disaster aid attached to the bill could still be cause for a veto.
"The President wants a clean bill," Johanns told the USDA-USAID annual International Food Aid conference in Kansas City Wednesday. "I can tell you that that's what the President has articulated many, many times over the last days and weeks, and my hope is that we get a clean bill." The bill currently contains about $4 billion for ag disaster aid.
