The Water Resources Development Act (WRDA), the 2007 Farm Bill and energy legislation concerning ethanol are at the top of NCGA's list of priorities for Congress to address.

The House and Senate have both passed versions of WRDA that would modernize the lock and dams on the Upper Mississippi and Illinois Rivers. When the Senate passes the WRDA Conference Report, the bill will go to the president for his signature into law. Improvement of the locks and dams will increase shipping efficiency and help farmers market grain globally.

NCGA President Ken McCauley says WRDA must get done this session, and says it's likely to happen, "It seems like we have the will of both the House and the Senate."

Senate Agriculture Committee Chairman Tom Harkin is marking up a version of the 2007 Farm Bill for committee consideration. Senators Dick Durbin and Sherrod Brown are pushing for inclusion of farm safety in the Senate's version of the farm bill.

The House and Senate must also conference to work out differences in energy legislation that both chambers have passed. The Senate version will require the use of 15 billion gallons of ethanol by 2015 and 36 billion gallons by 2022.
