Climate Change and Energy Document Released

President sees this is positive step toward reaching agreement.
Compiled by staff
Published: Dec 11, 2009

Senators John Kerry, D-Mass., Lindsey Graham, R-S.C., and Joe Lieberman, I-Conn., have released and sent to the President their framework for comprehensive climate change and energy independence legislation. This framework is just a starting point and recognizes the only way to succeed is through ongoing engagement and an honest effort to put all ideas on the table.

In the document the Senators state their belief that a near term pollution reduction target in the range of 17% below 2005 emissions levels is achievable and reasonable, as is a long term target of approximately 80% below 2005 levels. The framework also addresses energy independence; regulatory predictability; consumer protections; creating jobs and wealth; and regulating the carbon market.

Speaking for the President, Press Secretary Robert Gibbs called the framework another significant step in the effort to pass comprehensive energy reform. According to Gibbs, the President believes this is a positive development towards reaching a strong, unified and bipartisan agreement in the U.S. Senate.
