The Copenhagen WTO Climate Change Conference was extended into Saturday so negotiators could reach an agreement on climate change. But, the agreement was not what negotiators wanted. The wanted binding limits on greenhouse gases linked to climate change. They did not get that agreement.
The biggest hurdle was the United States and China who were on opposite ends of the table on the question of transparency. China and other developing nations were resisting outside verification of their carbon reduction activities that the U.S. says is critical to reach an agreement and persuade Congress to pass climate legislation.
Details of the agreement were not immediately known, however, it was believed it would be little more than a broad political document with few details with specifics to be worked out over the next year.
