U.S. agriculture is in danger of falling behind the rest of the world, not because of a lack of effort or ingenuity, but because of inadequate infrastructure which is not keeping pace with the rest of the world.
The Capitol Development Plan, now represented as "WAVE-4: Waterways are Vital for the Economy, Energy, Efficiency, and Environment" to be introduced by Congressman Ed Whitfield of Kentucky represents the collaborative efforts of Inland Waterway Users Board members, Corps officials, agriculture and other stakeholders to address the efficiency of the Corps project delivery system and the need for a more stable funding stream.
