House Ag Committee Chairman Frank Lucas, R-Okla., can't be happy Thursday afternoon, following quick debate and failure to pass the 2013 House Farm Bill in a 195-234 vote.
In total, 172 Democrats and 62 Republicans voted against the bill.
Lucas clearly didn't get everything he had hoped for in the bill, as several programs went down in a marathon of voting late into the night Wednesday and starting again early Thursday morning.
"We have gone through an open process here on the floor – open debate, open discussion, once again trying to achieve a consensus," Lucas said in closing comments on the House floor. The Oklahoma Republican explained that he knows the bill doesn't include exactly but everyone wants, but "we're at a critical moment," he said.

"We have to move this document forward to achieve a common goal," Lucas said. "Assess the situation. Look at the bill. Vote with me to move this forward if you care about the consumers, the producers, the citizens of this country."
Namely, House members were vocal on issues concerning the Congressional Budget Office-estimated $20.5 billion cuts to Supplemental Nutrition Assistance programs. An amendment to restore all cuts to the program was defeated Wednesday, though more cuts and changes were revisited Thursday.
Amendments to alter crop insurance, too, were addressed. Though not passed, an effort to limit premium subsidies for farmers with an adjusted gross income of less than $250,000 and limit per person subsidies to $50,000 was offered. However, an amendement to cap farm program payment limits at $250,000 per year for any one farm was passed.
An amendment from Reps. Bob Goodlatte, R-Va., and David Scott, D-Ga., to remove the Dairy Market Stabilization Plan from the bill's dairy reforms also passed. An amendment to alter the sugar program failed.
